ROCP Data and Accountability

The ROCPs in California have a need to collect accurate and timely data about the students being served and the impact of these courses / programs on student achievement and the on the economy. The results of this data will ultimately serve as a significant measure of success of the ROCP delivery system and may have an affect of future funding.

ROCPs were initially established (Ed Code 52302.5) for the purpose of providing skill training for:

It is our belief that ROCP's in California should be held accountable for these three purposes by providing accurate aggregated data regarding the students served and their level of success after completion of an ROCP course.

It is also our belief that all ROCPs should be required to provide the following data and be held accountable for the results. All data submitted should be accurate, aggregated, and validated.

Suggested process and procedures:

CDE would provide forms either hard copy or electronic to each ROCP by April 15 of each year. Each ROCP would be required to complete forms and return student follow up information by January 31 the year following the school year (July - June) in question. Final apportionment payment would not be released until data is received by CDE.

Each ROCP would decide the most efficient method of data collection however a description of the method used should be provided. CDE should provide guidelines, examples of acceptable methodologies, and technical assistance where needed.

Each ROCP governing board should review the data and verify' the accuracy of the data provided.

DEFINITIONS

ANNUAL ENROLLMENT

Total enrollment - the number of students attending an ROCP course 20 hours or more reported by CBEDS code. The total number shall also include: the number of adults the number of concurrently enrolled high school students the number of male and female identified by ethnic grouping

Total number of returning: students: the number of students who are continuing in the same ROC/P course/ program as of the end of the school year and who have not completed course objectives.

Total number of leavers: the number of students separated by male / female who terminated enrollment prior to completing course objectives.

STUDENT FOLLOW-UP ON COMPLETERS

Student completers: The number of students who completed an ROCP course during the school year. A completer is a student who has met the objectives of the ROC/P course and who no longer is enrolled in the course.

Employed in Field of Training -
The number of students who were employed in a field related to training.

Employed in Field NOT related to Training (NOT Pursuing Additional Education)
The number of students employed in a job not related to training.

Unemployed - Seeking Employment (NOT Pursuing Additional Education)
The number of students who are not employed and not pursuing additional education.

Pursuing Additional Education -
The number of students pursuing additional education.

Military Service -
The number of students reporting to full-time military service.

Status Unknown -
The number of students failing to return the follow-up survey or giving incomplete responses.
